Interest in the subject of "development" in the Arab world has increased lately, especially after the transformations and changes that Arab societies have been witnessing since the end of 2010, calling for political, economic, and social reforms. These transformations, changes, and protests are, undoubtedly, the product of a dynamic and continuous civic culture that seeks to achieve the desired development. Development as a comprehensive concept cannot be achieved except through an interactive holistic civic culture. Culture is indeed the major driving engine to achieve the comprehensive development and maintenance of culture. Moreover, it guarantees its readiness and its renewability and continuous development.

In response to the national expectations and aspirations, and in harmony with regional, and international trends, Philadelphia University eighteenth conference is entitled "Culture of Development." It calls for papers and intellectual contributions to highlight the fundamental role that culture of development plays in the progress of Arab societies. We look forward to getting papers that tackle the culture of development in the following Main Themes.
