Quality Assurance and Accreditation Office (QAAO)

Introduction:
The University true mission believes in delivering high quality and internationally recognized programs. In order to achieve this, the University is creating a mechanism, which is in full harmony with its all different parts to enable produce quality through adopting an effective and applicable system, in collaboration with the Ministry of Higher Education and Scientific Research

The QAAO is responsible for the development, implementation, and operation and monitoring of the University's procedures for the approval and ongoing evaluation of its undergraduate programmes, whether delivered to the HFE, or in collaboration with other institutions, either within the United Kingdom or overseas.

The QAAO is also responsible for coordinating a number of activities designed to both ensure and enhance the quality of the University's provision.

Responsibilities of the QAA office:
  • Managing the University Quality review process, which aims to assure the quality of procedures and practice underpinning undergraduate learning, teaching, assessment and support.
  • Providing advice and guidance to both academic and non-academic, and coordinating a number of activities designed to both ensure and promote the Quality of the University's provision.
  • Developing, promoting, coordinating and monitoring the effectiveness of the University internal Quality Assurance.
  • Liaison, sharing and disseminating of good practice with academic and non-academic departments throughout the University.
  • Assisting academic departments in preparation for internal and external review processes and auditing.
  • Supporting academic departments in preparation for internal and external accreditation, reviewing processes, implementing Quality Assurance requirements and enhancing its mechanisms.
  • Developing formal and informal life-long training of academic and administrative staff of the University in collaboration with the Staff Development Center.
  • Continuous assessment of alumni follow-ups and feedback on their progress in collaboration with the Deanship of Students' Affairs.
  • Guidance in disseminating information and training
  • Responsibility for arranging and servicing the review visit in coordination with the relevant University department and Hussein Fund for Excellence (HFE).
  • Initial contact and subsequent liaison with the HFE, Ministry of Higher Education and Scientific Research in Jordan, and overseas International agencies regarding Quality Assurance and Accreditation.
  • Assisting with setting up and checking the Base Room regularly.
  • Reporting on its work to the University Quality Assurance Committee and communicate as appropriate to other committees concerned with the management of Quality and standards.
The UQAA committee is chaired by Professor Marwan Kamal, the President, and the following staff members:

  3. Prof. Marwa Ahmad, Dean of the Faculty of Administrative and Financial Sciences.

  6. Dr. Nadia Yacoub, Faculty of Information Technology

Responsibilities of the University's Decision Making Councils:

  1. Board of Trustees:
    • Formulate the University's general policy in light of the higher education policy.
    • Recommend to the Higher Education Council (HEC) the establishment of faculties, departments, and programs and academic specializations or integrate them with others or abrogate them.
    • Recommend to the HEC the appointment of the President pursuant to the provisions of this law.
    • Appoint the deputies of the President and the deans by virtue of the recommendation of the President in accordance with the provisions of this law.
    • Ratify the Instructions presented by the president pertaining to regulating the work matters of the University.
    • Specify the numbers of students annually admitted to the university various specializations and programs in light of the capacity defined for each specialization, and to apprise the HEC of the numbers of admitted students at the beginning of each academic term.
    • Specify University tuition fees, and secure sources of funding to strengthen the University's financial resources, and to regulate matters relating to investment.
    • Specify the salaries scale for all those working at the University including faculty members.
    • Review, discuss and ratify the annual plan submitted by the President relating to the development projects, which the University intends to implement.
    • Accept gifts, grants and endowments if from a Jordanian source and if less those one hundred thousand Dinars, on condition that they are allocated to expenditure on the development f the University.
    • Approve the University's draft annual budget and refer it to the HEC for ratification.
    • Approve the annual report of the President relating to the University's work progress with a view to evaluating its accomplishments, and to also evaluate the balance sheet and the final accounts of the University and refer them to the HEC. M-Prepare the University's draft internal regulations and refer them to the HEC for approval within a period not exceeding two months including the adoption of the faculty regulations which are in effect in any of the official (public) Jordanian Universities.
    • Look into any matter relating to the University, which is presented by the President and in which no party has jurisdiction pursuant to the provisions of this law and the regulations emanating there from.
  2. University Council: The following responsibilities and jurisdiction shall devolve upon the University Council:
    • Coordinate between the scientific, educational, training and consultation activities of the faculties and the other technical academic units at the University, and strengthen their relations with the institutions of both the public and private sectors.
    • Undertake to raise the standard of services provided by the University in the areas of education, training, scientific research and community service.
    • Discuss the Instructions presented by the President relating to regulating work in the University, and refer these Instructions to the Board of Trustees for approval.
    • Discuss the University's draft annual budget and refer it to the Board of Trustees.
    • Any other matters that the President wishes to refer to it.
  3. Council of Deans:
    • Recommend to the Board of Trustees the establishment of faculties, departments, programs and academic specializations and to integrate them with others or abrogate them.
    • Appoint faculty members at the University and promote them and give them tenure and to transfer them from one category to another, and to delegate them and to give them sabbatical leaves of absence for carrying out research, and give them holidays without salary, and to accept their resignations and terminate their services.
    • Evaluate the work and academic activities of faculty members, as well as their methods of teaching and academic research, and take the appropriate decisions in this regard.
    • Send faculty members, full time lecturers and instructors (research or teaching assistants) and experts working in the academic field in the University or those affiliated with on missions and scientific undertakings and training workshops, and to extend the period of sending them and any other matter relating to those sent.
    • Recommend to the Board of Trustees the numbers of students annually admitted to the University's various programs and specializations, and the tuition fees for each of these.
    • Study the academic study plans presented by the faculties' councils, institutes and centers, while discussing these plans and issue decisions in their regard.
    • Evaluate the standard of academic performance and attainment at the University.
    • Award academic and honorary degrees and certificates.
    • Establish a professorships position.
    • Formulate Instructions for admission to the University in accordance with standards approved by the HEC, and Instructions pertaining to number of students to be admitted there to.
    • Set the Instructions necessary for implementing the provisions of regulations related to academic activity in the University.
    • Look into any issue related to academic work referred to it by the President, which is not within the jurisdiction of any party referred to in this law or in any other legislation.

The Quality and Curriculum Committee (QCC), concludes the following:

  • The Vice President (Chair)
  • Dean of the Faculty of Information Technology (IT)
  • Dean of the Faculty of Administrative and Financial Sciences (AFS)
  • Concerned Dean
  • Faculty facilitators
  • Director of the Quality Assurance and Accreditation Office
The Council of Deans delegates operational responsibility to the Quality & Curriculum Committee. The QCC is responsible for providing strategic direction and for consideration of issues of University policy in the light of national and international developments. It is responsible at the University level for the following:
  1. Quality Assurance (QA) for taught programmes
  2. QA procedures for reviews
  3. Programme and module approval; direct oversight and monitoring of faculty QA facilitators and certain other committees, subject review; and the dissemination of good practice through:
    • Development and monitoring of the Learning & Teaching strategy.
    • Academic approval for new programmes.
    • Setting and monitoring of University policies in relation to learning and teaching.
    • Monitoring outcomes of Faculty Learning & Teaching Facilitator (FLTF) activities and internal and external reviews.
    • Dissemination of good practice between the faculties/ committees.
    • Liaison with Graduate committee.
An example of this sharing, dissemination and reward of good practice is the award of Philadelphia University various prizes.

Outline of Quality Management Procedures at the University:
The University aims to provide managerial, procedural and regulatory framework through which the University assures itself and external agencies that:

  • Its procedures for Quality Management are clear and effective
  • Its academic standards are consistent with national needs and expectations.
  • Its aims and objectives are being met.

The facilitators in the Faculties have layers of delegated at the University level with ultimate responsibility for Quality Management. The Council of Deans delegates operational responsibility to the QCC.

The role of QCC is to deliver a strategic formulation of learning and teaching, and to encourage a holistic view to be taken, which also includes collaborative provision (regarding accreditation). Further devolution of Quality Assurance responsibilities for Faculties and Departments ensures that Quality Management is embedded at all levels.

Within the University, the QCC acts as the first line of scrutiny of the faculty quality assurance and generally ensures that departments are operating within the requirements of the University's Academic and Administrative Regulations (AAR).

Departments are the ultimate repository of Quality and take responsibility for the design of modules and programmes, the monitory student achievement and progress, the training and development of staff (in cooperation with the Staff Development Centre), and ensuring adherence to the AAR by reporting to the relevant Faculty.

Cooperation with Hussein Fund For Excellence (HFE):

HFE has initiated a pilot project for promoting quality performance and quality assurance of undergraduate programmes at Jordanian Universities. This project has been blessed and supported by His Majesty King Abdullah II.

In January of this year, the HFE with the collaboration of the Quality Assurance Agency in the United Kingdom, has conducted an assurance quality for the Jordanian Universities in the field of Information Technology (IT),

Philadelphia University got the highest-ranking position in that programme amongst all participating universities.

The Jordanian Universities, both public and private, have participated in the Quality Assurance programme in Business Administration (BA), and submitted their Self-Evaluation Document (SED) by the end of June 2003, to the HFE, and by the HFE to the External Reviewer. In light of the report findings the HFE will consider awarding one prize to the University running the best quality programme in BA.

Philadelphia University, therefore, has embarked on establishing a Quality Assurance and Accreditation Office (QAA) headed by the Vice President, supported by an administrative Director, and chairs of the Quality Assurance Committees of the faculties in the University.
