Information technology continues to increase opportunities for strategic advantages and to increase corporate efficiency. Some researchers and practitioners maintain that the greatest threat to this trend may be the shortage of qualified IT personnel. Others maintain that firms producing new IT applications overlook opportunities to retrain and reassign older workers skilled in legacy technologies. This issue is debated within a context where the IT environment in many businesses is changing from a "development paradigm" to a "buy and integrate" approach.

This conference is intended to serve as a forum for discussing the wide range of issues that are raised by today's Information and Communication Technologies, as well as their evolution and their paradigm shifts. Authors are invited to submit papers that discuss foundational, empirical or experimental aspects of information and communication technologies. Tutorials are solicited as well as panel proposals dealing with these topics. All submissions will be refereed by at least three members of the Program Committee.

Accepted papers will be published in the Electronic Workshops in Computing Series (eWiC: http://ewic.bcs.org, ISSN 1477-9358), which is an electronic Journal, published by the The British Computer Society (BCS). Authors of accepted papers will have the opportunity to make revisions prior to submitting a final version. Authors will be expected to register for and attend the conference personally to present their papers.
